Summary
This PR adds the Phase A read-only automation baseline for the macOS AMD64 tccbin bundle and binds it to the merged
vlang/vautomation contract.It adds an immutable bundle manifest, contract and provenance validation, a no-fallback V smoke test, and the existing native conformance checks behind a single branch gate.
Why
The goal is to make future tccbin updates reproducible and auditable, while rejecting stale, incomplete, or unverified candidates before they can reach a publication path.
Safety
This PR does not enable publication. Provenance remains incomplete,
PUBLISHandTCCBIN_PUBLISHstay disabled, and the workflow has no secrets, artifact uploads, or Git push capability.
