docs(windows): drop the redundant platform heading from the changelog - #2194

file_picker_windows is the Windows implementation, so a '#### Desktop (Windows)' heading above every entry says nothing. It was the only implementation package still carrying one, twice. The facade keeps its per-platform headings, where they do the work of telling apart entries that cover different platforms. Text only, on versions already published, so no version bump. It shows up on pub.dev with the next release. Split out of #2191 as agreed there.
Both sides touched the same two entries: this branch drops the '#### Desktop (Windows)' heading, master rewrote the issue links to the new repo URL. Kept both, the heading gone and the new links.

The platform build jobs cannot be required directly. When one is skipped
by its `if:`, GitHub reports it under the job's raw name, and for a
matrix job that name still holds the unexpanded `${{ matrix.lane }}`.
So "Build Android (example app, agp-8.x)" never reports on a pull
request that does not touch Android, stays Expected, and blocks the
merge forever. #2194 hit exactly that.
The `Tests on Flutter <version>` names are unusable for the same purpose
for a different reason: they come from tool/fetch_versions.dart and
change whenever Flutter publishes.
The new `CI` job always runs, always reports under the same name, and
fails unless every job it depends on succeeded or was skipped. Branch
protection can require that one context and stop caring how the jobs
underneath are named or filtered.

It was carrying two of them.The remark was "probably the same thing for the other implementations", so I checked, and Windows was the only one left. Android, Darwin, Linux, Web and the platform interface have no platform headings and no platform prefixes on their bullets either.
The facade keeps its own headings (
### Android,### General,### iOS, ...). There they earn their place, since one release covers several platforms at once.Text only, on versions that are already published, so no version bump. It reaches pub.dev with the next release of the package.
