build: bump dev-dependencies-common to 12.0.0 - #617

v12 drops five dependencies from the preset bundle — chokidar, culori, dotenv, glob and jsdom — after an audit across all eight repos found nothing relies on this package to supply them. Anything that genuinely uses one declares it directly and resolves its own copy. The seven that remain are the ones consumers do lean on without declaring: the biome/tsc/lerna binaries, npm-check-updates for .ncurc.cjs, happy-dom as the vitest environment, plus fs-extra and uuid. Verified here, not just in the producer: lint, test, build (plus typecheck where this repo has one) all pass against the trimmed bundle.
