feat: portable CAI recon/web/cloud skill packs + Foundation-Sec note - #29

Add clean-room checklist skill packs (no CAI runtime) under skills/{recon,web,cloud},
wire skill_loader discovery/aliases/heuristics, document optional Foundation-Sec-8B
Ollama critic/triage pin (openmythos stays primary), and root-anchor /recon/ in
gitignore so skills/recon packs remain trackable.
Keep CAI checklist packs alongside the Hadrian skill. Generic api-authz and bfla aliases stay on Hadrian.
