Fixes #442. Add a new additive workspace database migration with the partial index actions_due on record_time WHERE snapshot IS NULL so repeated reconcileDue checks avoid scanning reconciled actions. A regression test starts from migration v1, upgrades to the latest schema, checks user_version, and verifies EXPLAIN QUERY PLAN uses actions_due. Focused Vitest, API TypeScript typecheck and ESLint pass.
