docs: [wip] porting over measurement framework

Porting over the measurement framework doc.

I'm opening this as a draft PR as the content here is a lift and shift from the previous repo. Still to do:

1. Review intro content
2. Update tables to include all measurement indicators from the other sections
3. Include some guidance on how teams should use this to measure themselves
