Problem
The default branch scan fails because the skill workflow references the deleted
uinaf/tessl-publish-action. The same missing action has also blocked skill publishing since August 17.Solution
Publish through the pinned official Tessl CLI, expose the manifest version directly to the existing smoke check, and restore the full shared Zizmor audit.
