feat: Go/Nuxt向けにtypescript-lspとJetBrains製Goガイドラインを追加 - #85

- typescript-lsp@claude-plugins-officialを有効化（Nuxt/VueのTypeScript基盤向け、コストゼロ） - JetBrains/go-modern-guidelinesをマーケットプレイス登録し、modern-go-guidelinesを有効化 - samber/ccもマーケットプレイス登録（cc-skills-golangは常時コスト約11k tokと大きく、samber固有ライブラリ向けスキールも不要だったためプラグイン自体は未導入。将来使う可能性に備えマーケットプレイス登録のみ維持）
cc-skills-golangは未導入のままであり、将来使う予定もないためマーケットプレイス登録自体も不要と判断

typescript-lsp@claude-plugins-officialを有効化（Nuxt/VueのTypeScript基盤向け、常時コストゼロ）JetBrains/go-modern-guidelinesをマーケットプレイス登録し、modern-go-guidelinesを有効化（go.modのGoバージョンを検出し最新の言語機能を提案。常時コスト約78 tok）samber/ccもマーケットプレイス登録のみ実施（cc-skills-golangは常時コスト約11k tokと大きく、samber固有ライブラリ（lo/mo/do/oops/ro/hot）向けスキールも今回不要だったため、プラグイン自体は未導入。マーケットプレイス登録だけ残し、将来必要になればclaude plugin install cc-skills-golang@samberで導入できる状態にしている）Nuxt/Vue専用のプラグインは、調査時点で決定打となる選択肢が見つからなかったため見送り。
Test plan
chezmoi diffでプラグイン関連の差分が意図通りであることを確認（他の既存差分（model, autoModeキー順）は今回のスコープ外として変更していない）
