Previously /latest and /l drained the full pending-notification queue and sent every item to WeChat. They now collapse to the latest text (plus following attachments) per workspace and drop the rest, including on send failure. The periodic tick discards the queue after rate limit lifts instead of replaying it. Docs and help copy match the new semantics.

Summary
/latest//l不再把pending_notifications全量刷到微信：按 workspace 只保留「最后一条 text + 其后 attachments」，其余丢弃；发送失败也不回补队列。/l不再 retry completed pending replies（周期 tick 仍处理 replies）。docs/commands.md、README、WeChat help 文案。Closes #41
