Workflow-only alignment: replace the placeholder release body with scripts.dev_release_notes from the explicitly pinned dev checkout. The helper is already on remote dev at f5605ab, verified by feature CI run 36451787498. All main dispatch guards, exact-SHA checkout, permissions, immutable tag/prerelease protections and artifact names remain unchanged. Local full harness suite and actionlint passed. No publication dispatch, tag, release, runtime deployment or restart is requested or performed.
