Workflow-only enablement of manual dev publication. Adds only .github/workflows/publish-dev.yml; no stable runtime, settings, or packaging source changes. Publishes only on explicit manual dispatch from main, checking out and verifying the pinned dev commit. Uses prerelease and latest=false. No release has been dispatched. Feature and workflow verification passed; protected main requires this PR route.
