Add Temporary AAR Exception CRUD support

Changes

• Add Temporary AAR Exception request and response models.
• Add create, get, list, update, and delete client operations.
• Add Temporary AAR Exception API paths and media types.
• Add optional source provenance support, including provider, origin ID, and last-updated time.
• Add filtering support for period, segment, and monitoring set.
• Add HTTP client and model tests covering the new operations.
• Use SDK version 1.5.0-SNAPSHOT for the Temporary AAR CRUD implementation.

The source.origin-id field allows LEP to preserve the originating system's local Temporary AAR Exception ID when mirroring the resource to a peer TROLIE instance.
