## [0.44.0] - 2026-09-29

### Added

- `submit --dispatcher planner` runs a job with the planner thread as its dispatcher (each decision point posted into the planner thread once and recoverably, no dispatcher thread, the planner carries the router-defect duty; `luna` stays the default), and `scripts/compare_dispatch.py` compares both modes from the runner and Agent Observer ledgers (#146, #147)

| Reviewer verdict | A review turn's result: `approve` or `request_changes`, the findings text, and the reviewed SHA. Approve lets the job complete and lands in the PR body and job result; request changes sends the findings to the worker as the next implementation turn and counts as one ladder failure, so the ladder bounds the rounds. | approval, review result |

workspace) go to the planner as a `planner_question`, not an Issue. The
runner files nothing itself.

### Planner-dispatch mode

With `--dispatcher planner` (#146) no dispatcher thread starts. Every
decision point a Luna dispatcher would get (the first dispatch, a worker's
result, a planner answer, a refused completion, an envelope repair) is
posted into the planner thread instead, headed `PRISM DISPATCH DECISION for
job <id> (<key>)`, with the same task, ISSUES, JOB EVIDENCE and reply
shapes, and the planner's reply in that turn carries the envelope. The
planner's protocol gives it the same router-defect duty (#147); a packet
mistake it corrects in the worker instructions, or cancels and resubmits.
Worker and reviewer threads become children of the planner thread. The
Prism Dispatcher list is not needed.

Each decision is keyed by the controller's action `seq`, and its message
id is saved before the post (`planner_dispatch_posted`), so a restarted
controller watches the same post instead of asking twice. A reply records
`planner_dispatch_reply` with the turn state and `wait_secs`. A turn that
ends without a reply blocks as `planner_dispatch_pending`, which `recover`
continues: it watches the same post again, or posts afresh when that turn
errored or was interrupted. A `planner_question` from the planner is for
the user: it is stored, not posted back to the planner, and the job blocks
as `planner_question_pending` until `answer` plus `recover`. The runner's
own escalation question still reaches the planner as a planner question.
Cancel never interrupts the planner thread.

Router polls `GET /api/prism/liveness?threadId=` every second. T3 owns the
stale decision, including stream clocks, running tools, thresholds and host
sleep. `stale: true` enters the stalled path immediately; `stale: false`

## Comparing dispatcher modes

The Objective's default mode comes from matched real jobs in both modes
(#146): at least five per mode, with complete packets (a `proof` command,
no merge authority) and a similar lane and task mix. Run
`agent-observer sync`, then:

```
python3 scripts/compare_dispatch.py [--since 2026-09-30] [--jobs]
```

It reads the runner ledger (`jobs.db` in `DURABLE_RUNNER_STATE_DIR`) and
Agent Observer's ledger (`AGENT_OBSERVER_DB`, else
`~/.local/state/agent-observer/observer.db`) read-only and prints, per
mode, over terminal jobs:

| Metric | Source |
| --- | --- |
| Jobs, succeeded, success rate | `jobs.status` and `jobs.dispatcher` |
| Median seconds to first worker | `submitted` event to the first `t3_thread` event whose slot is `impl_*` |
| Median seconds to a reviewed PR | `submitted` to the first `review_verdict` with `approve` |
| Dispatch and question tokens | Observer `responses.total_tokens` by counter semantics: `luna` counts the dispatcher thread's whole session (`t3_threads` maps the thread to its session); `planner` counts the planner session inside each `planner_dispatch_posted` to `planner_dispatch_reply` window; both count the planner session from `question_posted` to `answer_persisted` |

`--jobs` adds one row per job, with `planner_decision_secs` for planner
mode. Tokens stay grouped by semantics because Observer never adds totals
across harnesses. Agent Observer does not import the `dispatcher` column
or event payloads yet, so the grouping and the decision windows come from
the runner ledger, and cost per job is still unknown: `agent-observer task
show --task router:<id>` reports `unknown` for T3-path jobs because it
attributes no sessions to them. Treat the result as observational: report
the sample sizes with every figure.
