Elon gate: let gh issue|pr create --help through #247

What: The Elon gate lets gh issue create --help and gh pr create --help run without an Issue body.
Why: gh_create() drops every word starting with -, so a read-only help call is treated as a create and blocked for missing Elon fields; first seen 2026-10-01, recurred 2026-10-18.
So what: A Sol worker implements it, Grok and Muse Spark review, and Luke approves the merge.

Outcome

Help invocations of gh issue|pr create pass the gate; real creates are still checked.

Evidence

• 2026-10-18 17:50 Warsaw, codex:01a14fb2-b9ef-7e31-acdf-4eef0dc648e1 (native transcript line 120): a command containing gh issue create --help was blocked with "every Issue needs an Elon record".
• bin/project-direction gh_create() (around line 890) skips dash words, including --help and -h.
• Earlier: 2026-10-01 claude:1789534c, tool call toolu_01Uzi243EsGp7eN597Y4gETK (Agent Observer review 2026-10-04).

Contribution to the Objective: removes a gate false positive that costs agent turns on every machine.

• Deleted: exempting a whole compound command because one part contains --help; only the help invocation itself is exempt.
• Bottleneck: one classifier function.

Acceptance criteria

• gh issue create --help, gh pr create -h and equivalent forms are not treated as creates.
• gh issue create --title … --body … and a compound command that also runs a real create are still gated.
