Adds a config option to disable NuclearCraft fluid ItemBlocks while keeping the real fluids, world blocks, buckets, recipes, rendering, and tinting unchanged.
This lets JEI expose NC fluids as proper FluidStack ingredients, fixing ghost dragging in supported GUIs.
