Summary

• bump @openuidev/vue-lang from 0.1.2 to 0.1.3
• prepare the Vue runtime's tool-support release for npm

Tool support included in this release

Vue consumers can now provide tools to Renderer for OpenUI Lang Query() and Mutation() execution. The runtime supports both function-map providers and MCP-like clients, exposes query loading state and a custom loader, and reports structured tool/runtime errors through onError.

This functionality has landed on main, but npm latest is still 0.1.2. Publishing 0.1.3 makes the Vue tool-provider integration available to package consumers.

Developer impact

After this PR merges, run the Publish NPM packages workflow and select vue-lang.
