Implements the RFC in #84 (v1). From @hmamonk17's demand — parallel tasking to build a backlog quickly — and his answer on #84: Copilot coding agent first.

What it is

The async, throughput-first alternative to running work-story per story: hand an approved backlog to a real async agent so several stories build in parallel (one branch/PR per issue), then re-apply the kit's quality via pr-review/fix-pr on the PRs that come back.

The 8 steps (from the RFC)

  1. Approve first — delegate only an approved backlog, and gate the delegation itself.
  2. Enrich each issue with a self-contained brief (AC, repo conventions, test commands, branch naming, provenance).
  3. Verify the target is real & enabled — query the repo's assignable actors for the Copilot bot; if it's not enabled, stop and say how to enable it. Never fabricate a trigger (the fix: agent invents a /builder + GitHub Actions async trigger instead of routing to work-story #82/fix: guardrail against inventing an async trigger; route to work-story (#82) #83 doctrine).
  4. Delegate each issue by assigning it to Copilot (verify the current mechanism), read back the assignment, and capture the real PR from the issue's linked PRs — never invent a number (fix: agent acts on / claims to post to a closed or stale PR without checking its state #85).
  5. Track issue → branch → PR in a run manifest (a comment on the parent/epic issue).
  6. Review loop — as draft PRs appear, run pr-review then fix-pr (respecting fix-pr's open-PR guard). This is where the kit re-adds its value.
  7. Report from the manifest with provenance — produced by the async agent, reviewed afterward by the kit.
  8. Never auto-merge.

Honest positioning

The kit's in-session gates don't run on the delegated path — the plan gate, coverage/security/e2e are your session's guarantees; an external agent runs its own loop. The kit trades those for throughput and buys quality back on review. The skill/agent/README all say this plainly and never present a delegated PR as if the kit's gates produced it.

Shape

Same trio as the other PO features: skills/delegate-backlog/SKILL.md (portable) + commands/delegate-backlog.md + agents/backlog-delegator.md (skills: delegate-backlog, pr-review, fix-pr).

Scope / not in v1

GitHub + Copilot coding agent only. Codex cloud and a generic "assign to a configured agent" are later steps (per Hugo's sequencing). Dependency-aware ordering is noted (delegate in order / hold dependents) but kept light.

Verification

  • build → 14 skills @ 0.19.18, validator clean, node --test 35/35, rebuild a no-op, source/bundle byte-identical.
  • README (What's inside, Day-to-day, Parallel stories) + CHANGELOG updated. Kit → 0.19.18.

Honest about the trade-off: the kit's in-session gates don't run on the
delegated path (re-applied on review), it verifies Copilot coding agent
is actually enabled before delegating (never fabricates a trigger —
#82/#83 doctrine), reads back the assignment and captures the real PR
(never invents a number — #85), tracks issue->branch->PR in a run
manifest, and never auto-merges.

Ships the same trio as the other PO features:
- skills/delegate-backlog/SKILL.md (portable)
- commands/delegate-backlog.md (Claude command)
- agents/backlog-delegator.md (orchestrator; skills: delegate-backlog,
  pr-review, fix-pr)

v1 is GitHub + Copilot only; other async targets are a later step. From
@hmamonk17's demand and the RFC in #84.

Bundle rebuilt (14 skills); validator + 35 tests pass. Kit -> 0.19.18.

From the kit's own pr-reviewer pass (APPROVE, non-blocking):
- Make the "experimental" maturity signal uniform (was README-only) —
  add it to the skill intro and the CHANGELOG entry.
- Add dev-kit-setup to backlog-delegator's skills list, matching its
  sibling backlog-planner, so a repo without .claude/dev-kit.json has a
  bootstrap path.
- Clarify the dependency-hold line: a held dependent waits on the user
  merging the prerequisite PR (the kit never auto-merges), so say it's
  waiting rather than letting it stall silently.

Bundle rebuilt; validator + 35 tests pass. Kit stays 0.19.18.
