OPS: Bump version to 0.16.0 and the schema version to 0.8.0 - #172

Release the bars and histograms epic as version 0.16.0. The schema moves to version 0.8.0 because it adds the bar, stairs and cells artists, the binning records of the histograms they draw, and the visibility and tick label angle of an axis, none of which a reader of version 0.7 can interpret.

This bumps the version for the bars and histograms epic: the workspace goes to 0.16.0 and the schema to 0.8.0. The schema now has the bar, stairs and cells artists, binning records, axis visibility and the tick label angle, none of which a reader of version 0.7 can interpret. The figure schema reference has a new entry in its version history.
