download.devel does not resolve CNAME correctly for some regions, users receive an empty server and dnf commands result in 404 errors. Beaker team confirmed the new URL is download2.engineering via Slack. Change Beaker client repos to the new URL. Signed-off-by: Jamie Bainbridge <jbainbri@redhat.com>
