Summary

make the Public Root, Identity directories, and installed Page directories readable by a separate static host
keep the private staging area inaccessible to the static host
cover the permission boundary with in-memory tests

Verification

make ci
go test -race ./...
Linux, macOS, and Windows builds
Linux, macOS, and Windows test compilation
