Align docs homepage with sidebar layout

Summary

• keep the left docs sidebar visible on the homepage
• remove the homepage-only sidebar hiding override from PR Center docs landing page #4
• widen the homepage content rail so hero, Quick start cards, and following sections align within the content area like the Railway docs structure

• pnpm exec prettier --check src/pages/_app.tsx src/pages/index.tsx
• pnpm build
• git diff --check
• local route smoke: /, /public-api, /api/cookbook, /api/reference
• Playwright visual QA at 1440px and 390px

Visual QA notes

• desktop sidebar remains visible
• desktop main content area: 300-1440px, homepage rail: 364-1376px
• hero, Quick start grid, and second section share the same rail
• mobile scrollWidth equals viewport width (390px), no horizontal overflow
