feat(edge): zaehlwerk dev portal in the lab (flux v1.166.0) - #468

flux repo v1.154.0 -> v1.166.0 and TABLETENNIS_ZAEHLWERK_PORTAL: 'on'
(flux#787, zaehlwerk v0.29.0) on tabletennis-sops-backup, plus the play
route zaehlwerk-portal.${EDGE_PLAY_DOMAIN} on edge-play-gateway. Same
pattern as #466 for sthings-edge.
