Tested and completed:

• The lockfile was missing. The release workflow runs npm ci, which fails when package-lock.json is out of sync (that's why renovate/artifacts was red). I pushed an updated package-lock.json as a commit on this branch; npm ci passes with it.
• semantic-release --dry-run --no-ci (v25.0.9, Node 24 as in the workflow, real token) on current main: all plugins load, GitHub auth + push check OK, commit analysis with the angular preset OK ("no release", correct for 2 chore commits)
• Notes generation tested separately in a throwaway repo with a fix: commit: next version 3.10.4, "Bug Fixes" section correct
• @semantic-release/git 11 / commit-analyzer 13 / conventional-changelog-angular 8.3.1, .releaserc unchanged and compatible

→ can be merged once CI is green.
