Summary

Validation

  • cargo test -p vortex-arbiter-panel -p vortex-directory: 9 + 5 tests pass.
  • oracle.rs and the new compute_intent_id compiled and tested in an isolated scratch crate (oracle fail-closed tests pass).
  • Not validated: intent_settlement itself. On main it does not compile (pre-existing, unrelated): proof_registry has 8 errors, and intent_settlement/src/lib.rs has duplicate constants/enum variants/resolve_dispute definitions. I did not touch those. My settlement edits (and the new tests in test.rs / test_oracle.rs) are therefore uncompiled in situ.
  • Cargo.lock was refreshed (cargo update -p ed25519-dalek@3.0.0) because the committed lock pulled a ed25519-dalek 3.0.0 that breaks soroban-env-host test builds.

- intent_settlement: timestamp-free compute_intent_id, get_user_nonce,
  preview_intent_id (stellar-vortex-protocol#565)
- arbiter_panel contract; set_arbiter_panel + dispute_parties; resolve_dispute
gated by configured arbiter; design doc corrected (stellar-vortex-protocol#555)
- directory address-book contract + design note (stellar-vortex-protocol#554)
- declare mod oracle; weight cross-token exposure by oracle price with
  fail-closed fallback (stellar-vortex-protocol#549)
