Deprecate and point to `eslint-config-standard-with-typescript`

As the maintainers of eslint-config-standard-with-typescript has no intent on maintaining ts-standard I think the best strategy would be to deprecate this package and recommend people to use eslint-config-standard-with-typescript directly instead.
