Repin the preview's setup-cli to the resolvable published v0.2.1 (both action ref and version) - it was pinned to a non-resolvable rc so Cascade PR Preview was red on every seed PR while the suite reported green. Adopt the fleet reconcile gate: capture a window before the first push, register every run the suite causes (8, including both seed-PR preview runs that were the coverage gap), and add a final reconcile job that fails on any unaccounted-for or wrong-conclusion run. Additive; existing asserts unchanged. actionlint clean on both files; v0.2.1 confirmed resolvable.
