Routes the eligibility signal to the first-party DocSearch MCP overview that explicitly establishes the service requires no account, application, API key, or authentication. Removes the obsolete generic-terms exclusion.\n\nThis keeps the declaration role graph honest so a fresh Agent Readiness assessment cannot support eligibility from the wrong page.
