refactor(harness): rename SourceHub integration to Vera

Summary

• Rename the chain harness and Rust integration APIs to Vera.
• Use verad, VERA_BINARY, Vera account addresses, and the renamed Rust CLI flags.
• Preserve the external Go CLI contract and Orbis compatibility aliases.

Validation

• Harness unit tests: 24 passed
• Strict Clippy for both harness crates

Dependency note

DefraDB currently pins the unmerged harness work in #33. The same rename is available on iverc/vera-harness-compat at 74478d66e0b994b0edad5bb36b1daf86948e7804, preserving those APIs without including the soak changes in this PR.
