Improve workflow robustness and error handling

Description

This pull request updates the CI/CD pipeline to improve artifact handling, error reporting, and test result collection in both GitHub Actions and Jenkins workflows. The main changes ensure that artifacts are always uploaded, test results are reliably collected, and workflow failures are properly surfaced.

CI workflow improvements:

• Added if: always() to artifact upload steps in .github/workflows/ci-build.yml and .github/workflows/ci-release.yml to ensure artifacts are uploaded even if previous steps fail.

Test result collection:

• Moved test result collection logic from the Jenkinsfile into runBuildWorkflow.groovy, ensuring test results are always collected based on whether integration tests are run.

Error handling and reporting:

• Updated both runBuildWorkflow.groovy and runReleaseWorkflow.groovy to check the workflow run conclusion and fail the pipeline if the workflow did not succeed, providing clearer feedback on failures.

Build process adjustments:

• Modified the release workflow in .github/workflows/ci-release.yml to skip both unit and integration tests during publishing, speeding up the release process.

Artifact contents:

• Removed test result XML files from the list of uploaded artifacts in the release workflow, as test results are now handled separately.
