Update all submodule pointers to feature/MIA-template branches. Add Liquibase changelogs for template task type (15), template reference alias, MIA UI control, and MIA task type (16) across development, postgres, and oracle profiles. Add .sitmun-harness orchestration framework for AI-assisted development.

Port type 15, TAR_ALIAS, MIA UI/type 16, and literal-translation tables into development/postgres/oracle profiles with new changelog ids. Omit unused TTY_SPEC JSON and the superseded language-order changesets already present on dev.
