First-party actions (actions/*) float on their current major, v7. The one third-party action, softprops/action-gh-release, is pinned to the commit of its latest release, v3.0.3, with the version in a comment, because its tags are under someone else's control. v3 moves only to the Node 24 runtime; both inputs this workflow uses are unchanged.
