Take the GitHub release body from the CHANGELOG - #21

Conversation
The release job published generated notes only. The family convention is a body from the tagged version's CHANGELOG section, with generated notes kept for the PR list; the job now fails if that section is missing.

The
github-releasejob publishedgenerate_release_notesonly. Per the release convention, the body now comes from the tagged version's## [X.Y.Z]CHANGELOG section (generated notes stay on for the PR and contributor list), and the job fails if that section is missing rather than publishing an empty description.The extraction matches the header literally (
index($0, "## [" v "]") == 1), so the em dash in this CHANGELOG's headers does not matter. Checked locally: 0.19.0 → 37 lines; a non-existent version → 0 lines (the failure path).
