Show coverage in the job summary and warn on a rejected Codecov upload - #14

Renders total, the fail_under floor read through coverage.py's own config, and the lowest-covered files from coverage.xml as Markdown, appending to $GITHUB_STEP_SUMMARY when set. It refuses a missing or empty report so a run that measured nothing never renders as clean. No third-party action is needed to see coverage on a run.
Codecov has been rejecting every upload (repository not activated, token mismatch) and nothing said so: with fail_ci_if_error false the action exits 0 whatever the server answers. The canonical CI leg and the weekly baseline now write the coverage summary, keep coverage.xml as a 7-day artifact, and run the upload with fail_ci_if_error true under continue-on-error, so an HTTP 4xx fails the step without failing the job and a follow-up step raises a warning annotation.
