Point the health files at the Simtabi org policies - #8

The Contributor Covenant text now lives once, in simtabi/.github. GitHub shows a repository's own file in place of the org default, so this file stays, as a pointer that names the policy and the enforcement inbox.
One line after the title of each file; no section is removed. None duplicates the org text.
This file contains hidden or bidirectional Unicode text that may be interpreted or compiled differently than what appears below. To review, open the file in an editor that reveals hidden Unicode characters.

Replaces the 66-line copy of the Contributor Covenant with a pointer to simtabi/.github/CODE_OF_CONDUCT.md, which carries the same covenant (2.1) and the same enforcement inbox,
opensource@simtabi.com.The file stays rather than being deleted: GitHub shows a repository's own file in place of the org default, and a pointer keeps the enforcement contact on this repository's community profile. No link in this repository points into a section of the old file.
Step 5 of the health-files migration.
Step 6 of the health-files migration: SECURITY.md and CONTRIBUTING.md gain one line after their title deferring to the org policy where this file is silent. Nothing is removed. A section-by-section comparison against the org files (sentence-level, package name blanked) found no section duplicating org text, so every section stays.
