The Simtabi rule pins an action to a commit SHA only when a third party controls its tag. actions/checkout is GitHub's own action, running inside GitHub's own runner, so a pin buys nothing there and stops patch releases from arriving on their own. The five references move to @v7, which is the current major (v7.0.1). Third-party references are unchanged; the Trivy scanner stays a checksum-verified binary (D-43).
