List every ClaudeConfig verb in the spec - #7

The spec said 18 verbs, but ClaudeConfig has since gained audit-permissions, capacity-check, memory-clean, sync-to-s3, decisions diff/install and the profiles and settings groups. The list now covers them and names cli.py as the authoritative source, so the count cannot drift again. Merged from the newer copy that lived in the untracked .design/ folder.

The list now covers them and namescli.pyas authoritative, so no count to drift. This merges the one factual improvement from a newer copy of the spec that sat in the untracked.design/folder, which moves to the maintainer's design folder outside the repo.
