Prepare Windows and iPad version 0.3.1 for publication. This makes the Intel Quick Sync fix and automatic support diagnostics distinguishable from the existing 0.3.0 releases and TestFlight build 143.
The host, wire crate, Cargo lockfile and iPad marketing version now agree on 0.3.1. Release and TestFlight notes describe encoder fallback, AMD keyframe recovery, audio scheduling and diagnostic collection, with a USB test procedure and the remaining hardware verification limits.
Validation: release version parity, generated TestFlight notes, Rust formatting, 55 wire tests and 62 script tests passed. Product implementation is unchanged from merged PR #61.
The six GUI references now show version 0.3.1. Reviewed every image difference; each is confined to the final version digit in a 9 by 9 pixel area. The diagnostics export UI test allows 30 seconds for Apple's remote share-sheet contents to load on a cold simulator, retaining its document-name/type, Save to Files and dismissal assertions.
