Bump the version and turn the "next version" section into 1.4.0.
Rewrite older entries that only made sense with the code at hand: the
dry-run bullet ("Trockenlauf"), the 1.3.0 payment bullet, which claimed
payment data was applied when the default still charges the channel
default, the allowlist/token bullet, the context-token rotation and the
single-version policy. The 1.3.0 payment bullet is split from the
discount breakdown it was folded into, in both languages. German
quotes now use „…“ throughout.

Bumps
composer.jsonto1.4.0and renames the# next versionsection of both changelogs to# 1.4.0.1.4.0 contains #248, #250, #247, #258 and #261. #231, #236, #249, #259, #260 and #265 only touch tests, CI or docs, so they have no changelog entry.
The changelog also gets a readability pass. The aim is that a merchant can follow it without knowing the code.
/ucp/mcpand/store-api/_mcpin its first sentence, the SDK bullet namespackagist.orgas the host the shop has to reach, and "burned its one-time handle" is gone from the OAuth bullet.dryRunbefore carrying it out.Both files still have the same number of bullets in every section.
