fix: restore the extension verifier and support core 6.7.0 to latest

resolves shopware/shopware#20241

Changes

• pin shopware-cli in the Extension Verifier job
• add phpstan-verifier.neon and point validation.phpstan_config at it
• drop the rm phpstan.neon.dist step, the config key takes precedence over autodiscovery
• enable shopwarelabs/phpstan-shopware in phpstan.neon.dist
• regenerate phpstan-baseline.neon, 194 to 208 entries
