feat(accounting): workflow invocation accounting contract (G-A2.2b1) - #194

G-A2.2b1. Adds crates/bridge-workflow/src/accounting.rs: explicit workflow accounting ownership binding the accounting service and AttemptIdentity, independent of observers, heartbeat keys and telemetry, reusing slice a's AccountingSelectionV1 / PreparedAccountingTurnV1 / AccountingFailureV1. Adds shared workflow test fixtures and contract tests. Activates no workflow caller (b2 wires the executor). Reviewed by gpt-6-astra (APPROVE, round 1). Local verification: fmt, clippy -D warnings and tests for bridge-workflow and a2a-bridge on macOS. New-module contract only, so there is no pre-change behavior to fail against.
