Motivation
As far as I'm aware regarding the published pages, the Spanish language is the only one that doesn't features an URL as
https://semver.org/lang/es/spec/v2.0.0.html, even if the same specification is hosted and already translated in theindex.md. This pull request simply makes an copy of the aforementioned file to thespec/folder with the correct name, which also creates the link in the navbar.PR Checklist
