Add an explicit, per-Congress carry: a
[[block_assignment]]entrymay set
same_as_congressto borrow another Congress's file insteadof owning
url/vintage. This is deliberately not a blanketcarry-forward, an undeclared Congress still errors, so a genuinely
missing source (or a state that redrew but hasn't been re-sourced)
fails loudly instead of silently inheriting a stale map.
