docs: daily free API calls (100/day), remove the daily free allowance 429 - #40

SandBase no longer offers free data APIs, and apiserver no longer returns the 'daily free API limit exceeded' 429. Drop the allowance section and error entries from the rate-limit guide, admin rate limits, both error references and llms-full.txt.

Updated to the final policy (677640d): added a 'Daily free API calls' section (billing guide), free_quota / free_api_quota / free_quota_status fields; the old 429 stays removed. Policy: data APIs are billed at the card price; every organization gets 100 free calls per UTC day shared across eligible data APIs (916 low-priced flat APIs), then normal per-call billing. API Free Week / "APIs are free" copy is removed. |
Per the B-303 review: pricier or formula-priced data APIs (some batch, crawl, Xiaohongshu PGY, Douyin Xingtu kol-* routes) are billed from the first call; pricing.free_quota on sandbase_inspect is the check. Mirrored in llms-full.txt and for-agents/full.md.

Data APIs are billed per call and the daily free API allowance is removed (sandbase-monorepo#1227). Removes the "Daily allowance for free APIs" section and the
daily free API limit exceeded429 from rate-limits, errors (API and agents) and llms-full.txt.Tests
npm run validate and npm run test:generator pass.
Release
Publish with the apiserver deploy of #1227.
