docs: data APIs have 100 free calls/day, then per-call billing (0.3.8) - #72

SandBase no longer offers free data APIs. Update README (all languages), the bundled Skill and its frontmatter so agents treat data API calls as paid: check balance before batches, start with small limits. Discovery, inspection, run status, balance and upload remain free. Bump to 0.3.8 so installed Skills refresh.

Second pass (fdf1223): removed 'base_price: 0 means the call is free' from the Skill and all README translations; the Skill now says to read the price with inspect before running. |

Updated to the final policy (57bc066): Policy: data APIs are billed at the card price; every organization gets 100 free calls per UTC day shared across eligible data APIs (916 low-priced flat APIs), then normal per-call billing. API Free Week / "APIs are free" copy is removed. |
Per the B-303 review: SKILL.md description says 100 free calls per day on eligible data APIs (inspect shows free_quota); sandbase_run is 'may be billed'; translated README account rows mention free_api_quota like English; README run row says eligible data APIs.

Summary
Data APIs are billed per call (sandbase-monorepo#1227). README (all 8 languages) and the sandbase Skill no longer say data APIs are free; the Skill tells agents data API calls are billed at the inspect price and to check the balance before batches. Discovery/inspect/status/balance/upload stay free. Version 0.3.8 so installed Skills refresh.
Tests

Release
Publish after registry #410 prices are live.
