Bumps [hmac](https://github.com/RustCrypto/MACs) from 0.12.1 to 0.13.0. - [Commits](RustCrypto/MACs@hmac-v0.12.1...hmac-v0.13.0) --- updated-dependencies: - dependency-name: hmac dependency-version: 0.13.0 dependency-type: direct:production update-type: version-update:semver-minor ... hmac 0.13 moved to digest 0.11 while the workspace pinned sha2 0.10, leaving two digest versions in the graph and breaking HmacSha256 trait resolution. Bump workspace sha2 to 0.11 and replace generic-array LowerHex formatting (removed in generic-array 1.x) with a shared bytes_to_hex helper. Import KeyInit for the relocated Hmac::new_from_slice constructor.

Drop useless format! wrapper flagged by clippy and add a NIST FIPS 180-4 vector test locking the hex encoding independently of the digest crate version.

Tier C (authentication/HMAC code and receipt-hash encoding in coop-server and coop-attestation).
Declared scope
Align the workspace digest family with hmac 0.13 (sha2 0.10 -> 0.11) and replace generic-array LowerHex digest formatting, removed in generic-array 1.x, with a shared bytes_to_hex helper plus a KeyInit import for the relocated Hmac constructor. No algorithm or format changes.
Changes
Validation
Root invariant
Receipt and attestation SHA-256 hex digests must be byte-identical across the digest-crate upgrade, and the HMAC credential path must keep authenticating.
Reproduction and RED evidence
CI on the bump-only head failed to compile: E0277 trait skew at auth.rs:1338 (two digest versions in the graph) and E0277 LowerHex across server and attestation sources (run 33642043375). Both failures are resolved by this change.
Adversarial coverage
Non-goals and remaining work
No algorithm changes (still SHA-256/HMAC-SHA256) and no receipt-format changes. jsonwebtoken 11 adaptation ships separately in #55.
Safety and compatibility
Output is byte-identical by construction ({02x} per byte equals LowerHex); rollback is reverting this change with the hmac 0.12 / sha2 0.10 pins.
