Partially related to #360, but this PR does not add a shortcut/hotkey.
Related to #166, though this adds a starred-only filter rather than changing search ordering.

Personally, I think a sorting/flag option like “Show Starred Clips First” would be ideal, but this is definitely good enough.

As far as I know, although Ditto uses stars to represent "Never auto delete" clips, it does not use the term "starred clip" yet. I don't know if that's the best terminology, but thank you.

Ditto has no release schedule. This could take 1 month or 2 years… don't hold your breath.

To me the term "starred" as well as the star icon are rather counter-intuitive. I would expect starred items to be your favorites, more prominent than sticky items. Perhaps what starred items actually are in Ditto should be called "bookmarked" items, but then the icon would need to be changed accordingly, to something like https://fontawesome.com/icons/classic/solid/bookmark
