BREAKING CHANGE: Match confidence values now use a 0..1 range instead of 0..100. BREAKING CHANGE: EncodingName now only includes public encoding names returned by concrete recognizers. Internal recognizer names such as ISO_2022, mbcs, and sbcs are no longer part of the public type.
