I was reviewing the Feature Set Comparison and decided to create this issue for direct DACPAC file references:
Problem
Projects sometimes need to reference a database model supplied as an existing .dacpac, without access to its source project or a NuGet package containing it.
Proposed implementation
Add a documented direct-file reference workflow using the familiar ArtifactReference and HintPath authoring shape (that matches Microsoft's, while preserving existing package and project references.
