What

The automation-side changes for the RepoMan v0.1.0 packaged release. The release
ships RepoMan as one self-contained repoman plugin in the rossoctl-agent-skills
marketplace (that side is a companion PR); this PR covers the engine repo's part.

Changes

  • Add the v0.1.0 release & packaging design spec (docs/specs/2026-10-22-...).
Decisions: self-contained repoman plugin bundling the entrypoint + program
skills + the engine vendored from this repo (flat dir, REPOMAN_RUN_BIN, zero
engine code change); automation stays the dev source of truth; standalone plugins
    kept; version reconciled to v0.1.0.
  • Remove the stale skills/ stub (skills/link-health/, skills/dep-bump/).
It was a non-canonical, months-stale copy — the live skill files are in
rossoctl/agent-skills. Removing it prevents editing the wrong source.
  • Update the README: fix the Structure block (drop the deleted skills/, list
the dirs that actually exist), note the skill now bundles the engine, and flag
that the repo has moved to the ~/.repoman/ model while production still runs the
config era (migration tracked in Migrate prod deployment from the config-era to the ~/.repoman model #119).

Not in this PR

Verification

No engine scripts changed (zero-code-change premise). The deleted skills/ dir has
no remaining references in scripts/, tests/, docs/, or CI. Reviewed on a fresh
context — no correctness defects.

Companion PR: rossoctl/agent-skills#52

Self-contained repoman plugin bundling entrypoint + program skills +
vendored engine (flat dir, zero engine code change). Standalone plugins
kept; standalone lib resync deferred to agent-skills#51.

The skills/ dir (link-health, dep-bump) was a stale, non-canonical
source of truth — agent-skills holds the live skill files. Removing to
avoid future missteps referencing outdated copies.

Fix the Structure block (drop the deleted skills/ dir, list the real
dirs), note the skill now bundles the engine as a self-contained plugin,
and flag that prod still runs the config era (migration tracked in rossoctl#119).

marketplace.json is already reconciled to 0.1.0; reword the §1
present-tense '1.0.0' snapshot to describe the reconciliation instead.

Docs-and-cleanup half of the RepoMan v0.1.0 release: adds the packaging design spec, deletes the stale skills/ stub, and refreshes the README. Verified: the README Structure block matches the tree at this head, and no live references to the deleted dirs remain. One non-blocking nit below.

Findings

  • nit docs/specs/2026-10-22-repoman-v010-release-packaging-design.md:69 — "2-file stub" is actually 3 files across 2 program dirs.

nit: The stub deleted here is 3 files across 2 program dirs (skills/dep-bump/SKILL.md, skills/dep-bump/FIXER-SKILL.md, skills/link-health/SKILL.md), not a "2-file" stub — worth a precise count since this spec is the canonical packaging record.

Fixed in 0311752 — the spec now states 3 files across 2 program dirs (skills/dep-bump/SKILL.md, skills/dep-bump/FIXER-SKILL.md, skills/link-health/SKILL.md).

- Spec: correct the deleted skills/ stub count (3 files across 2 dirs,
  not '2-file').
- dep-bump scanner/fixer: fix stale 'bash 4+' prereq headers to 3.2+
(no bash-4 constructs used; aligns with the v0.1.0 bash-3.2 decls).

Docs-and-cleanup half of the RepoMan v0.1.0 release. The prior review's nit is fixed (the stub is now correctly described as 3 files across 2 program dirs), the bash 3.2+ prerequisite claim is accurate, the 23-script vendor manifest matches the tree, and README/cross-repo marketplace references all verify clean.

All checks pass. Ready for human review.
