Related to: ros2/ros2#1725

• Title changed to "Setting up your environment - how-to".
• Sections restructured to the new content model.
• Content rewritten. Core procedure unchanged: source setup files, optionally add sourcing to a startup script, check environment variables, optionally set ROS_DOMAIN_ID and ROS_AUTOMATIC_DISCOVERY_RANGE.
• Procedure updates:
  • Step 2 (startup script) marked as optional.
  • Step 3.1 expanded with a short explanation of ROS_DOMAIN_ID.
  • Step 3.2 given concrete LOCALHOST set commands, with a link to Improved Dynamic Discovery for other values.
  • Step 4 added to verify with ros2 --help, and to recheck env vars if optional variables were set.
• Related content and FAQ sections added.
• Steps tested on Ubuntu.
